I've had modded headlights on all but 1 motor in my time and been to 20+ different MOT garages and never been pulled on that even with Ballasts showing. True, if beam pattern is clear and correct, bulb colour isn't something stupidly blue, and they are fitted in projector headlights, I can't see anything wrong with hid/led bulbs.
